Military conquest is expensive and messy. Economic conquest can be profitable and pleasant for both sides.
After completely destroying the wartime Japanese economy, the Japanese people would have starved or been ripe for a takeover by Russia if the United States hadn't rebuilt Japan into a livable society.
There was likely also some guilt involved over the nuclear bombings.
