Several reasons. She was a German. Her mother was a daughter of Victoria of England, but her father was the ruler of a small German state.

When she came to Russia, she was very young, just married, did not speak Russian and was already the Empress. She was painfully shy. To many, this made her seem cold, aloof and uncaring.

After four daughters she finally produced a son, the heir to the throne. Daughters could no longer inherit the Russian throne. (The son of Catherine the Great, who hated his mother, changed the laws of succession so that only a son could inherit the crown). But the heir had hemophilia, he was a "free bleeder". Several grandsons of Queen Victoria were afflicted with this excruciatingly painful and almost always fatal condition. This was an extremely carefully guarded secret, little known outside the royal family. Rasputin, who pretended to be a monk, was a dissolute scoundrel of the worst sort, but he carefully prevented the Empress from seeing this side of his character. He had some ability to help the little heir, being able to bring his agonizing spells of internal bleeding to a stop, where doctors could not. As a devoted mother, this made him very important to the Empress, who would hear nothing bad about him. The average Russian was scandalized, many believing that the Empress and Rasputin were lovers. When the Czar went to command the Russian WWI armies in person, he left his wife in charge, and Rasputin had more influence on her decisions than any other person.

Alexandra was also a devoted autocrat, believing that this form of rule was best for Russia. She absolutely despised the idea of any participation in governmental affairs by the people. She wanted nothing where representatives were elected by the people. She wanted to hand an autocratic throne to her son.
