You will need to DRILL it out and if you mess up the threads then you will need to retap the bolt hole.
If you have stripped the head of a head bolt you will need to either obtain a special socket that grabs stripped bolt heads (Craftsman makes one), or you will need to drill the center out of the bolt and insert an "easy out." The second option is extremely difficult. Your third option, if you are very accurate and surgically precise would be to drill the bolt to only the inside diameter of the threads. This will cut the threads of the bolt off into the threads of the hole. Then you can use a tap to clear the threads, being very careful not to allow any metal shavings to fall into the engine.
Usually the crankshaft is made of harder metal than the bolt, so you should be able to just replace the bolt. But who knows for certain until you try.
You need an internal thread chaser to do it. They come in a set with the external thread chaser.

You will need to buy a e-z-out. Drill a hole in the bolt put the e-z-out in and turn ccw. The e-z-out has left hand threads on it and it will back the bolt out.

That pulley is a press fit type. There are not any threads. You will need to rent/buy some pullers for that power steering pulley.
Get yourself an E Z OUT and a Helicoil. The E Z Out is like a drill bit that drills into the broken bolt and then when you reverse it, it grabs the bolt and will bring the bolt out. Take the broken bolt end to see what size you need. You can drill the bolt out completely but then you will need to tap threads into the block using a tap. AMKE SURE YOU DO NOT DRILL TOO FAR!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!! There is a product call a Helicoil where you can drill out the hole and then insert a helicoil which threads inot the hole and then your new bolt will thread into the helicoil. All is not lost.......sometimes the biggest headache is getting enough room to drill and tap. When you get the broken bolt out, I suggest you use a torque wrench when you install the next one, and if the bolt and the block are made from different metals, I suggest some antiseize on the bolts threads to keep this from happening again.
if the threads are just slightly misshaped, than you might be able to run a grade 8 nut over the threads, this will straighten them out well enough to use in most applications. (make sure the nut starts the threading straight or you will crossthread the bolt and it will likely be junk) if the threads are severly damaged you will need to buy a "die" and run the die over the bolt. a die looks like a large nut but instead of having smooth threads on the inside they have cutting edges. these can be bought at any hardware store, and they can be kind of pricy. ---- unless this is a special bolt that you cannot find anywhere to replace it with or it is expensive to replace, i would recomend just buying a new one.
