The egr position sensor is made into the egr valve. Look for the egr valve and you will find a plug with wires plugged into the egr valve. These wires are for the position sensor and they go back to the ecm ( engine control monitor)< computer> James= 15 year Mazda tech just a tip= with engine COLD,reach under valve and press on plunger and see if it moves freely(not easy) but freely. Try just gently pushing the bike forwards or backwards - if it rolls freely it is in neutral, if it rolls a small amount before not moving any more it is in gear.

More than likely you either have a bearing seized up in one of the deck spindles, a bent blade that is in a bind or debris on the underside of the deck keeping the blades from turning. If this is the first time it has been used in a long time, with the mower off, work the blades back and forth by hand until they move freely then start the mower and try to engage them. If they do not start to move freely then you will have to figure out which one is not turning and take it apart.
If i understand correctly when you have the clutch lever pulled in and try to kick start it the kick start spins freely. I also have that same issue it has to be in neutral with clutch let out then kick it over, maybe a safety thing
