It all depends where you live. I live in Ontario Canada and my helmet was manufactured in Australia so it has the Australian Standard Certified Product sticker on it. It also has a sticker that says "DOT", which stands for "Department of Transportation (or Transport).

I wouldn't recommend attempting to make your own helmet. It will likely not meet safety standards and would therefore be unwise to ride in. In the event you did have an accident, a home-made helmet will not protect you.
