It is significant mostly because of the hydroelectric plant located in it. The fourth river, the Breede River, starts inland and empties into the Atlantic Ocean.

No. There is the Bloemspruit, but it is really just a small stream and there is a waterfront in Bloemfontein, but this is a small lake. The closest proper river to Bloemfontein is the Modder River (13 miles or 21 kilometers north of Bloemfontein) which is a tributary of the Orange River.
