The lever is part of the multifunction switch. You have to replace the whole thing. Disconnect a battery cable. Unscrew the steering column shroud and remove it. Disconnect the electrical connector to the switch. Remove the fasteners. Swap out the switch. Reverse to put it back together

In most cases you will need to replace the turn signal switch on the steering wheel for your 1983 Chevy Caprice Classic rather than fixing it. To replace it, remove the horn pad and then use a steering wheel puller and compressor to remove the steering column. You will then remove the signal along with the wiring harness and bus fuses. Replace the signal and wiring and then replace the steering column itself.
The turn signal Flasher Relay is located… Front seating area, center, under dash, mounted in front driver side of console.
I could not be sure about your particular problem, but I had to replace the Multi-Function and Turn signal switches in a 96 Lumina for similar strange problems of Brakes and signals not working in particular scenarios.

Try pushing your turn signal lever forward , that's what I do to turn on my high beam headlights on my 1995 Ford Explorer
Pull back on the turn signal lever to change from high beams to low beams If the turn signal lever is pushed forward the high beams stay on and if the turn signal lever is pulled back all the way that is the " flash to pass " feature

One or two front turn signal bulbs is busted. Check your front turn signal bulbs and replace it.
To put the headlights on high beam you push forward on the turn signal lever and then release it , to switch back to low beams pul lthe turn signal lever back The turn signal lever is part of the multi-function switch located inside your steering column cover ( I hope I'm interpreting your question correctly )
