I'm in KCMO. A judge has to approve it and the mother cannot be on welfare now or in the future.

If this is your baby than your name should be on the certificate. Regardless if your name is on the certificate or not you will still have to pay child support if this is your baby. There are a lot of people who were never married that are paying child support so the divorce is irrevelant. Why would you not want to be responsible for your own child. Just because she is the one carrying the baby doesn't mean you are any less responsible. (see discussion)
Parents' and children's personal information is confidential (this includes the NCP). Yes if he has access rights. see links below depends on the situation. if you dont have joint legal custody then no, you have no right. however if you do then yes you have the right or if you have a visitation agreement that states that you are to pick up or drop off child at the CPs home then you have the right (and you also have to have the information)
A divorce does not effect child support. Also, usually child support stops when the child turns 18.
the non-custodial parent
I believe your attorney is the one who is responsible for this, so you need to contact him or her and have this rectified. If the issue was not addressed in your divorce proceeding then you will need to petition now for a child support order. If child support was addressed and an amount set under state child support guidelines then you can request a copy of that order by visiting the court.
Child support should be included in the petition/motion for divorce. Many divorcing couples submit a financial or property settlement to the court, which includes child support.
If there is a support order in affect the obligated parent is responsible for keeping payments current and paying any arrearages. If the order was mandated after the divorce decree and the couple lived separately there may still be arrearages for support that the non custodial parent is responsible for paying.
Divorce lawyers are there to provide you with advice, legal help, and guidance in all aspects of divorce. They can not advise you on what to spend your money on, but they can advise you on what assets to request as well as alimony and child support.
Yes, but in 20 states it will be denied even if child support is ordered. see link below
No it has to be paid to his guardian mentioned in the divorce decree in court.

The custodial parent in a divorce who receives child support typically is the one responsible for buying clothes, school supplies and other items. For parents who have a shared physical custody than they must decide who is responsible to pay.
No. A divorce can only be granted by a court. You will need to file for divorce in the court with jurisdiction, which is probably where he lives. If you think you are entitled to any kind of support or alimony you can request it as part of the divorce proceedings.
It sounds like you're receiving child support or alimony request during a contested divorce proceeding if I am correct. I guess it would depend on whether you agree to the request or to deny the request. I've heard that courts have much power in granting women and children these requests and it burden often fall on the man or husband. Each case is unique though.
That may provide grounds for divorce in your jurisdiction. In any case, he is responsible for the support of that child until the child reaches at least eighteen years of age.
If a father leaves a child he should always pay, that's a horrid thing to do
