In the strict legal sense, no, however, authorities will not intervene unless the custodial parent files a petition with the court to obtain an order of requisition to have the minor returned to their custody. Before the order is granted the grandparent(s) would be given the opportunity to voice their reasons why the minor should remain with them. Generally in the case of an older teen as in this situation, the judge would ask the young lady where she prefers to live and why, and then base the decision on what is in her best interest.

∙ 13y agoRather than do that, have her emancipated. If she leaves, she's a runaway which can result in placement in foster care, however the states are very short on funding and will avoid it.
