In most cases you will need to replace the turn signal switch on the steering wheel for your 1983 Chevy Caprice Classic rather than fixing it. To replace it, remove the horn pad and then use a steering wheel puller and compressor to remove the steering column. You will then remove the signal along with the wiring harness and bus fuses. Replace the signal and wiring and then replace the steering column itself.
The relay signal is found in the glove compartment, pops right out. Added comment: Don't be misled. The glove compartment in a 1996 Blazer that has AC only contains relays and does not drop down with a simple release mechanism. In this vehicle, the lower dash panels do actually need to be removed in order to access the flasher. You'll need Torx bits and hex sockets to accomplish.
Look in or near the fuse box Probably left side of steering column near the firewall
It needs a new multi-function switch, or ear plugs.
The 2003 Chevy S 10 pickup truck turn signal flasher relay switch can be found beneath the drivers side dashboard. The turn signal flasher relay switch will be between the gas pedal and the brake pedal.

This more than likely has nothing to do with the turn signal switch. Check the bulbs, fuse, and look for loose wiring. Actually, I had a similar problem on my 97 Lumina and it was the turn signal switch. I'm getting it repaired tomorrow so I'm not sure what it costs yet.
You pull back on the turn signal switch. If that doesn't work then you may have a bad dimmer switch.
On the turn signal lever, pull back to dip or raise lights.
The Chevy lumina does not have an inertia switch.

The 1990 Chevy Lumina signal flasher unit can be found beneath the drivers side dashboard. The signal flasher unit will be above the brake pedal.
It is quite easy to install the 1992 Chevy Lumina brake light switch. The brake light switch simply plugs in and out.
