Because they know for sure which women the kid came out of but to find out for sure which man it was they have to get DNA from him so its easier just to have the mom sign the paper because they know for a fact that she is the mother.
You can list anyone you want on the birth certificate. Its up to the court an a paternity test to decide who really is the father.
