Yes there are several regional accents in France du to the fact that france was not an unified country until recently. There are the southern accents (Marseilles, Montpellier, Toulouse etc...) and the northern accents (Lille, Bretagne, Alsace, etc...). There are also the overseas accents (Guyane, Mayotte, Guadeloupe, etc...). Most foreigners also talk about a Paris accent. What they refer to is actually the standard metropolitain french accent. There is a parisian accent that is a little different to the standard accent.

Some other countries speak french and they also have an accent (Québec, Belgium, Swiss, several countries in Africa, etc...)
