No, they do not.
ONLY ground types. however, some ground type pokemon, ( like cubone or marowak ) have the ability "lightningrod" witch prevents electric type moves for effecting them. electric types don,t effect ground types anyway.
Physic or Flying, but id choose flying because they r easier to train up . I beat the Veilstone City Gym Leader in Diamond / Pearl & Platinum with Fighting & Flying types.
Psychic and Ground type moves are super effective against Poison type Pokémon.
Strong ground and psychic Pokemon such as Claydol, Metagross, and Tyranitar. Both ground and psychic moves are super-effective against poison. They are both multiplied by 2. A good ground type move is earthquake, but since many poison Pokemon have levitate or are flying, they can avoid this. It depends on dual types, abilities, available moves, etc., of both Pokemon, but the strongest Pokemon against poison Pokemon generally would be the strongest psychic and ground Pokemon. Some excellent psychic and ground Pokemon (strongest is quite subjective, so there's no definite answer) are Metagross and Tyranitar, respectively. Claydol is a strong Psychic and Ground dual-type Pokemon.
Fighting and Ground type moves are most effective against dialga, since it is a dragon+steel type pokemon.
Water type moves and Grass type moves. Electric moves will have no effect. Flying types and Pokemon with levitate ability are good as ground-type moves have no effect against them.

Electric moves are effective against ground pokemon but will do little damage... Water pokemon will have the most effect!
Ground moves don't effect any flying types and gyrados is a water flying type so it will not work on gyrados.

The Electric-type's only weakness is Ground. Electric moves are ineffective on Ground and resisted by itself and Flying.

Diglett evolves at level 26. It's best to try to have a Diglett battle an electric type Pokemon; since electric moves have no effect on ground types. Don't train a Diglett against a flying type Pokemon; ground moves don't affect flying types. You can also get a Dugtrio in the Diglett Cave (can be gone into outside of Vermillion City); any Dugtrio will be around level 30-33.
Under normal circumstances, they have no effect. They have normal effectiveness if the Ground-type is holding a Ring Target, assuming they have no other type that modifies damage to Electric-type moves.
Ground type Pokémon as electric moves have no effect on them.
Electric Pokemon are weak against Ground Type attacks. If you are at the Mauville Gym, it might help you to get a Fighting or Fire Type since Magnemite and Magneton are Steel Types as well and are weak against those kind of attacks.
