No. You can't get the Brady Bunch effect (Split-screen) in Windows Live Movie Maker since the program is a simplified version of Windows Movie Maker v2.6.
Split-screen effects can be downloaded from rehanfx for Windows XP operating systems. And, even though some people say the split-screen effect works on Vista, I have not found that to be the case.

If you are asking if you can add a 'spotlight' effect in Windows Movie Maker, you can't.
