Because they didn't have to have enough lifeboats on boats in those times. Also, they thought it was unsinkable, so they didn't bother having enough lifeboats.

Because back then people thought that upper class people were more important than lower class people. And the people who made the Titanic probley made it easier for upper class people to get off the Titanic in case it sunk.
