Because U.S broke the treaty between Japan & U.S by U.S. spy manipulated Soviet to attack Japan. Japanese Secret Intelligence had noticed by this America's movements from captured Soviet spy's confessions & Japanese intelligence started gather information over American Military's of it's positions. Intelligence have noticed that U.S are preparing to attack Japanese Navy & Main Island however it was created by U.S Government's trick Japan to Attack U.S to gain reasonable reasons from American public to enter the world war.

Japan attacked pearl harbor military port , military personals only. This attack was actually called by U.S "Pearl harbor attack". With in U.S Government, They've called We have wakened "SLEEPING DRAGON" !! back then. After U.S had won the war between Japan , U.S Government forced to change "sleeping dragon" nickname into their own. just like some American folks owns cheap Chinese made jammies with dragon on the back.
