You fix discs by using a kit with a series of abrasives, from course to light, to wear down scratches - step by step - to a smooth finish. Professional systems use multiple abrasives, consisting of different hardness and shapes (sharp to smooth). Regardless of product or system used, the key is to use a series of abrasives (more than one stage) to gradually bring the plastic back to a polished surface. If you want to remove all scratches on your disc, take a look at the 5-stage Scratch Pro repair kit. It will bring the disc back to its original shine and you will have a kit on hand to fix the next disc. Also do a search for scratch repair to see what is out there in your area. To do a targeted search, use the + sign in front of the search words +disc +scratch +repair
Keep in mind that the new PS3 games have a scratch protective coating and you will not want to use abrasives on them.

When I was prompted for a format disk on ps2, I went to game stop to buy the disk. They said a disk was not available - the game was simply too scratched to play.

Software will not fix an unreadable disc because it is scratched. PS2 game Discs are not rewriteable and can not be changed so there would be nothing for the software to fix on the disc unless it was a bootleg copy
Often the game disc is scratched and damaged

You must be using the actual PS2 version. If you use a Wii or Xbox version, it will definitely not work. The PS2 is a very old console, and it is likely that your disc is scratched. You can follow these instructions on cleaning your disc if it needs it. I hope that helped.
It is best to just replace the game
PS2 use DVD and not CDs, but being scratched only stops them from playing
