Firstly, go to Solaceon Town. There's a daycare there, which you need for the Pokemon to lay eggs.
You must put two Pokemon in there - they should be in the same "Egg Group"; for info on what an Egg Group is, try looking it up on Google, Bulbapedia, or Serebii.net. But there are two other ways to get Pokemon eggs. One is to just make sure you put two of the same species of Pokemon (but with different genders) into the daycare, and wait. Another way is to get the kind of Pokemon you want an egg of, and put it in the daycare with a Ditto.
Then you wait - this may take a while, but be patient! An egg WILL appear if you have done everything right! The likelihood of an egg appearing depends in how well the natures of the two Pokemon match.
Just run around for a bit. Use the Daycare app you get from the old man in front of the daycare. (You can just bike up and down Solaceon or cycling road on top speed.) Every so often, poke the app and eventually it'll have an egg sitting in between your Pokemon. The you go up to the old guy outside and he'll give you the egg.
If you want to keep track of your Pokemon while they are in the Daycare you should get the Daycare Tracker app for the Poketch. You can get this from a man who sits inside the Daycare. The app also shows eggs that your Pokemon have laid. But if you only want one egg, make sure you take the two Pokemon out of the daycare after you have the egg, or they will just keep breeding!

It is not possible to get a Lugia egg in Pokemon Diamond. It is generally impossible to get an egg of a Legendary Pokemon the only exceptions being Manaphy and Phione.
Manaphy is obtainable in Pokemon Diamond if you also have a copy of Pokemon Ranger. The game Pokemon Ranger is able to communicate with Pokemon versions; Diamond, Pearl, Platinum, HeartGold and SoulSilver to transfer a Manaphy Egg to them. This Egg can be hatched like any other Pokemon Egg.

If the pokemon can only have one gender then you must breed that pokemon with a ditto or another pokemon in it's egg group (This has been called a glitch before in pokemon diamond and pearl). The egg groups basicly mean any pokemon in the same egg group can breed together to make a baby pokemon. The female pokemon will be the one who the egg becomes of course at it's most basic stage of evolution.
