Depends on the state. For example, in California its completely illegal no matter what for someone under the age of 18 to get a tattoo. In Florida, minors need parental consent. In Colorado, anyone of any age can get a tattoo (crazy i know).
California od anywhere in the world shoplifting is a crime, where the guilty minor can sent to juvenile prison or fined can be imposed on them, moreover entering into a shop with new stuff is also subjected to penalty, unless you are carrying a receipt , so one must keep bags out as instructed.

there is no actual tattoo "license" in Texas. there is however a requirement that tattoos be done in a place sanctioned by the state. if you participate in or allow tattooing to occur (regardless of who is tattooing) in an unsanctioned place, it can be a misdomeanor. if i remember correctly it is a class B which can have up to 2 years confinement and/or $2000 fine. it is very hard to sanction and license the trade of tattooing, much more cost effective for the state to simpy oversee the actual parlor or shop. they claim the shop licensing fees are for periodic health inspections, but i know tattoo shops that have been in the same location for 5+ years and have never been inspected.
Tattooing a minor without parental consent is a class B misdemeanor in Texas, so the criminal punishment would not exceed a 180-day jail term and/or a $2000 fine. However, the license of a tattoo shop involved with such activities could certainly be administratively rescinded.
