Depends on the state. For example, in California its completely illegal no matter what for someone under the age of 18 to get a tattoo. In Florida, minors need parental consent. In Colorado, anyone of any age can get a tattoo (crazy i know).
If your parents are separated and they have joint custody of you and in the instance that you are a minor, in a lot of instances you have to get both of the parents consent before a tattoo can be performed on you. This is to safeguard the shop from any possible law suits that are a result of an angry parent that did not give consent at the time of the tattoo regardless if the other parent gave theirs.

I am not sure about the law in Massachuttes, but here in Washington state, a minor cannot get a tattoo with or without parental permission. A minor can get body piercings with parental consent, but not a tattoo. Be aware that accreditated tattoo shops follow this law, no exceptions.
Well it depends. All states but Nebraska require the couple to be 18 to marry without parental permission. In Nebraska it's 19. A few states waive this requirement if there is a pregnancy but then you most likely still have to have court approval. If you are pregnant/already have kids there are a few states who allow you to get married without parental consent but then you must have permission from a court. And even with parental approval, most states require court approval when you are 16 or less.
