Depends on the state. For example, in California its completely illegal no matter what for someone under the age of 18 to get a tattoo. In Florida, minors need parental consent. In Colorado, anyone of any age can get a tattoo (crazy i know).

∙ 12y agoIf your parents are separated and they have joint custody of you and in the instance that you are a minor, in a lot of instances you have to get both of the parents consent before a tattoo can be performed on you. This is to safeguard the shop from any possible law suits that are a result of an angry parent that did not give consent at the time of the tattoo regardless if the other parent gave theirs.

And even with parental approval, most states require court approval when you are 16 or less.
