to get a egg in the first place you need to put two Pokemon that like each other in the daycare youll find out if they like each other by the daycare lady's husband he stands outside the day care and you can also you a ditto it would take at leat 4000 steps

There are two ways to get a female Eevee in soul silver. The first is to save right before you get it from Bill and keep resetting the game until you get a female. The second is to get any Eevee from Bill and breed it with a ditto. (ditto can be caught on the same route as the daycare) You will get a female on average one out of 5 eggs or so. I used the breeding method because you can breed a male Eevee with ditto and get more than one female for an all female Eevee team! (it does take a lot of walking to hatch those eggs though!) You can also trade for one through the GTS and filter the settings to ask for a female eevee (it requires a Wi-Fi connection, though). ^ Just to clarify, just because this says "on average one out of 5 eggs or so" DOES NOT MEAN you will get a female 1/5 times. I just hatched my 14th egg without one female. To be honest, if you want female Eevees, you just have to work at it for many, many hours.
