Neither == The question assumes that Mexico and Canada could engage in a war. If it is assumed that Canada and Mexico could engage without any other countries intervening, it must be taken into account that the two countries would find it difficult to deal with the obstacle between themselves: the United States. If the USA remained neutral then any land based war would be moot. Aerial attacks would be ridiculously inconvenient since neither side would be permitted to violate US airspace and thus aircraft would have to skirt around the US ocean borders. Naval warfare would be just as bad. It would in short be a logistical nightmare, far too expensive and impractical. Since neither side could engage, it is doubtful that a war would even be fought, outside of economic boycotts, espionage and special teams.

Mexico and Canada have generally friendly relations, are participants in several treaties (including North American Free Trade) and are both members of the Pan American Union. Whether that makes them allies or not, they are certainly not enemies.

You should note that when international politics and diplomacy are involved, there are no real friends but different countries with common or diverging interests that more often than not, end up in 'friendly rivalries', contempt or even outright war.

With that in mind, the closest countries to Mexico would include the United States and Canada in North America; Spain, the United Kingdom and France in Europe; Argentina, Brazil and Colombia in Latin America and Japan and South Korea in Asia. There are no meaningful relations between Mexico and any African country to-date.

As for enemies, Mexico doesn't have any; just 'friendly' disputes with other countries on diplomatic, political or commercial terms, such as with the United States regarding illegal immigrants pouring into the US Southwest, or with China regarding cheap, low-quality products reaching -- in some instances illegally -- Mexico's markets, putting out of business many local industries.
