We don't have a "ministry of higher education". You will have to take your transcripts to a college or university and have them analyze them. They will tell you if you qualify for an equivalent degree from their university. If you don't, then you will have to attend classes to get the degree finished here. If it is something like a medical degree I do believe that the American Medical Association has a section that can analyze your credentials or the medical board of your area can also do that, but you may still have to start at the university/medical school level.
