The Prime Minister of Canada is appointed by the Governor General of Canada as the person who, in his or her assessment, can command the confidence of the House of Commons. This is usually the leader of the political party with the greatest representation in the House of Commons, though this is not a requirement.

The PM is a leader of a political party. Canadians do not vote directly for their PM. The PM gets "elected" by the voters when a party gets elected to more seats in the House of Commons than the other parties. When a party has enough seats to rule the leader of that party becomes the PM in a ceremony that has the Governor General (GG) "appoint" the Prime Minister (PM). Really the GG has no choice as they are just acting out a role that dates back to when Canada was ruled by Britain.
