You must Migrate it from Pokemon Fire Red or Leaf Green, or trade it from one of those two games to Pokemon Ruby, Sapphire or Emerald and then migrate them, and then you can always cheat, but it is not reccomended.
you cant because you always have to have one in your party and migrating all of the Pokemon in your box would be really dumb.
ok what you have to do is if u have Pokemon emerald u need to dupe the masterball 6 times give it to the Pokemon u want.. turn off then go to Pokemon diamond hit migrate Pokemon 1nce u migrated them then you go to pal park and catch them get the items .... have fun .If you don't have that game you could always use action replay that's what i did

There is a 1 in 8192 chance of finding a shiny pokemon. You have to use a Action Replay. No way you can do that without the cheat!
