If there is a recall your Chevy dealer can help you. You can also look at the link I will post.
In most cases you will need to replace the turn signal switch on the steering wheel for your 1983 Chevy Caprice Classic rather than fixing it. To replace it, remove the horn pad and then use a steering wheel puller and compressor to remove the steering column. You will then remove the signal along with the wiring harness and bus fuses. Replace the signal and wiring and then replace the steering column itself.
I also have a 2002 Chevy Malibu that had the weird blinker issue. Last year I checked it out and found it was a recall. You should be able to have it fixed for free. Mine was fixed last spring and I haven't had any problem since.
Just had my turn signal switch replaced, for the second time, on my '98 Chevy Lumina. I paid $260 to a fairly trustworthy auto repair mechanic
Yes, you need to remove the plastic lower dash panel to gain access to the signal and 4-way flasher relays.
change the bulbs and fuses
There was only one incident in 2009 where there was a Chevy truck recall. It was the Chevy Silverado.
Not all trucks are built with a trailer harness plug. If you can not find one, then your truck does not have one and you need to install one.
Remove the wiring harness from the back of your 1991 Chevy Corsica turn signal. Remove the turn signal retaining bolts. The entire turn signal will come out. Reverse the process to install the new turn signal.
see your dealer about a recall for flasher
No Chevy makes Chevy trucks
1996 Chevy trucks do NOT have airbags.
The 93 used a electronic / computor controlled transmission and the 91 did not. The 91 chevy trucks transmission wireing harness and computor is all together DIFFERENT. WON'T WORK.
Chevy did not use a reset / INERTIA switch on there trucks. Chevy did have a problem with the wiring harness at the top of the fuel tank / connector. You may also want to check the fuel pump relay and fuse.
Slide under bumper, you'll see the wire harness, disconnect wire harness / bulb housing from the signal glass housing with a 1/4 counter clockwise turn, replace bulb ( 3157 i believe ) re-install
An individual may purchase Chevy Trucks at either a local Chevy dealer or an online retailer. There are multiple online retailers that sell Chevy trucks, but eBay and the Chevy website are the most dependable.

The 2002 Malibu had a factory recall for a defective turn signal relay. Replace and it should work fine. If you can find paper work from GM about the recall, a GM dealership should do it without charge.
