I don't believe there is a maximum height of a guard rail, just a minimum of 36 inches. Handrails on stairs have a max and min height of 34 to 38 inches according to the IRC.
It tricks the loader into thinking it's in Suspension mode (its most stable height 4.5") allowing you to raise the Deck without being in suspension height or travel height 9.5. This is used mainly for reconfiguration of the loader for transport, or it's a time saver. I don't have to stop, lower suspension, and then raise the deck. I just hold the switch and raise the deck.

A railing normally is not required unless the deck is more then 30 inches off grade, your town may set it's own rules. Check with your building inspector's office. 36 inches is the required guard height.
Take your toes and curl them down around the side of the deck. Bunny hop as high as you can. When you are about halfway to your maximum height, flick the deck around with your feet and spin your handle bars. Watch your deck and when it gets around, land on it.
