Fullmoon Island can be accessed only after you beat the Elite 4. You must talk to the Sailor in his home.

But when you get to that point you will battle Darkrai. This is a whole different story. The sailor will thank you. And he will let you go to Iron Island and Fullmoon Island whenever you want to.
