Industrialization brought people from the countryside into the city for work, but created an underclass who, motivated by poverty, soon caused an uprising of violence in cities. As a result, the first modern police force began in England. The concept of modern policing is associated with Sir. Thomas Fielding and Sir. Robert Peel. America found it needed the same sort of law enforcement, especially after the draft riots. Unfortunately, based on the political corruption that permeated American cities in the 19th century, the police forces soon became a part of it as well.

The first lawyers were probably the Athenians of ancient Greece. All though, a lawyer is commonly known as a legal professional and the orators of Greece were not allowed to accept money to orate on behalf of others. In terms of paid professional it was the orators of ancient Rome that hold the distinction of being the first lawyers. In the time before Christ there were Roman orators who argued law on behalf of others.
