What Pokemon can you catch that know the move fly in Pokemon platinum?

Any Pokemon of the Flying type can use fly. Since Mew and Arceus can learn ANY TM and HM, they too can use fly.

If your looking for a Pokemon that learns fly by leveling up, Salamence and Rayquaza can learn Fly by leveling up. Other flying type Pokemon can only learn fly through HM02

Flying type pokemon, of course! Like Pidgey, Pidgeotto, or Pidgiot. Much more besides that. My Pidgeotto knows it. A powerful high level pokemon is much more likely to fly further, like my Pidgeotto. ( Not bragging ) A girl gives you FLY in her hideout. Have a flying type with you. You can't fly to a place if you haven't got your third gym badge. You can only use it in battle. Rayquaza is the strongest/best Pokemon that can learn fly, but you can only access Rayquaza AFTER you beat the elite four. Flygon is the best Pokemon before you beat the elite four that you can catch.

I needed this answer a while a go too ! Anyway Emolga CAN'T so dont try it. But I used Tranquil which turned into Unfezant, and is a VERY strong pokemon. Still in my party and now lvl 45 :D
