It has always been 17 years old in the UK- 16 year olds have never been allowed to drive cars. However, up until 1972 they WERE allowed to ride motorcycles of any capacity on a provisional UK dirivng licence. If they passed their bike test during this time, they were also allowed to drive 3-wheeler cars, which even today can be driven on a full bike licence. Following a high number of fatal accidents from the late '50s onwards (when many kids were members of motorbike gangs), the law was changed restricting 16 year olds to scooters and mopeds of no more than 50cc. There is currently debate in Parliament that will raise the age at which youngsters can take their driving tests to 18 years old, although they will still be able to drive on a provisional licence from 17.

There are several bikes that would be suited for a 16 year old boy. I recommend taking him to a bike shop and talking to one of the sales associates to see which they recommend and to allow him to test a bike to see which is most comfortable for him.
