Macon's Bill Number Two (which was a revision of the original bill by Nathaniel Macon, who did not write nor approve Bill Number Two) lifted all embargoes with Britain and France. It stated that if either of the two countries would cease attacks upon American shipping, the United States would end trade with the other, unless that other country agreed to recognize the rights of the neutral American ships. (Basically, it stated America would stop importing from the other nation(s).)

These provisions clearly establish the absolute superiority of the Assembly over the Council. In respect of Money Bills, the powers of the State Assembly are the same as those of the Lok Sabha. There is also a special procedure prescribed for financial matters on the pattern that obtains in Parliament.
