Andrew Johnson was president at this point in the Reconstruction, and he allowed things like this to go on because he was a southerner himself, but once congress came back from recess, they impeached him. This was partly because of the Black Codes and partly because of his lienient rules for CSA states to be re- admitted to the union. Congress then passed the 14th and 15th amendments, the Reconstruction act (every state except tenessee in the CSA was to be occupied with troops) and the enforcement acts (made black terrorist groups unconstitiutional). So i guess you could say that congress basically impeached Johnson and passed all these acts and amendments as a response to the Black codes. I hope this answers your question!!
