What do you do if the fan on a 1995 Buick LeSabre won't turn off?

Replace the relay/ When the AC Module goes bad , it goes 2 ground & makes the circuit for the fan-causing the fan 2 run ALL the time-REGUARDLESS of the key in the switch or not-& is usally mounted on the evaporator case inside the car on the Passenger side-just under the lower dash panel. Replace the fan control module. Sold a lot of them as a parts salesman at a Buick dealership, relays and the fan module ar located on the passenger side of the blower motor under the hood, been there done that!
