No, each Pokemon either has the quality of "shininess" or it doesn't. Evolving your Pokemon doesn't change this, meaning that evolving non-shiny Pokemon cannot result in a shiny Pokemon, nor can evolving a shiny Pokemon result in a non-shiny Pokemon.
You have a one in 10,000 chance of encountering a shiny Pokemon. If you find it you will be able to tell it is a shiny because it has odd colouring, Don't kill it, capture it. Shiny's are normally a little bit tougher than regular Pokemon. If you talk to Dawn she gives you the hint: If you use the poke radar and a section of long grass flashes a different colour people say a different coloured Pokemon is hiding there. But don't stand around for ages getting eyestrain like i did in the hope that the grass would flash a different colour.
The only easy way of getting shiny Pokemon is by using a cheat code or device. Otherwise, encountering shiny Pokemon is a matter of chance and those chances are very rare. In Pokemon Diamond/Pearl/Platinum, when standing on a Shiny patch of grass while using the Pokeradar, it is a 1/200 chance of getting a Shiny.

When you say "shiny app" do you mean for the poke watch thing? I don't think there is an app for shiny Pokemon. But you can get an action replay code that makes all Pokemon in the wild shiny. I don't have the code with me right now, so just Google it or check youtube. Hope that helps =D

You need to beat the first gym and teach a Pokemon Rock Smash(Machop, Bidoof or main Pokemon and then you talk to a rugged rock and it will say "Would you like to smash it?" choose YES and, POOF, it's gone.
Shiny Pokemon are exactly the same as others so lets say you have a shiny zubat like i do level it up and it will evolve to golbat and stay shiny! Keep leveling it up and it will become a crobat and still be shiny!

have Pokemon pearl and emerald both in the ds. it will say migrate from emerald on the Pokemon pearl screen. that`s all you need to know.

If you meant to say raikou, then you cannot find it in Pokemon pearl unless you hack, of course.
