It has never been canonically established what the letters stand for, but in the 23rd and 24th centuries, "NX" (not to be confused with NX class) was used to designate experimental or prototype starships (which were not commissioned as part of the actual fleet) while NCC designated commissioned vessels. As to what the letters actually meant, we can only speculate; I personally think they're for non-English terms - perhaps Roman, Greek, or even Vulcan. But that's just my guess

"N" first letter refers to an aircraft registered in the USA. The "C" second letter refers to a civil aircraft. They added a second "C", just because they thought it looked better.

What does NC-1701 mean in Star Trek?

Actually, NCC doesn't stand for anything. It actually came from American aircraft registration numbers: An N in the tail number means that the aircraft is from the USA. In addition, a C means it's a Civil aircraft. One of the people that worked on Star Trek: The Original Series (Bob Justman, I think), added another C, just because he thought it looked good.--- The Star Trek Encyclopedia, 1999 version.
