This is usually asked of a person when the asker thinks the person has done or is doing something shameful. It implicitly asks if the person feels shame when they do shameful things, which may depend on people's sensibilities. Sometimes it is meant to shame the person, and other times bring awareness of other people's perspectives to the person, depending on how it is used.

If the answer is yes, either the person does not do shameful things (which is good), the person is unaware of things that he/she does that he/she should be ashamed for (ignorance), or the person does shameful things like a sociopath without feeling for others.

If the answer is no, the person might feel ashamed of what they are doing and stop, feel ashamed but feel other reasons for doing what they are doing, or not feel ashamed for that particular action while feeling shame for other deeds.

Having no shame means that you do what you want, where you want and how you want to do it without caring about what others think of you, which is a good thing, because it brings out your real personality and the people that do like you for who you are, will make you happy. You can't make everyone happy.

a great example would be to Jim Carrey. This man has no shame whatsoever and look where he is today!
