It means that an idea will be embraced with enthusiam, but implementation of that idea will be the destruction of the rights of those who approved the idea. Eg, if a large corporation was permitted to have a free web service providing statistics that everyone loved. But, to get the data to run the statistic, the web service must be permitted to spy on internet usage. People love the service so much, that they don't think about the fact that they are giving up their privacy. So, "with thunderous applause" they let the service continue. But, in reality, they are giving up the prized possession of individual liberty of privacy. Think Hitler, who was voted into office democratically, then, once in power, created his Dictatorship.
