You can only get them in platinum and you don't need to cheat. All you do is go to Jubilife TV Station and tell the interviewer(look through the place or go on YouTube to find him) "EVERYONE HAPPY","WI-FI CONNECTION". Then go to the new Mystery Gift and get the Secret Key. Go to a Poke Mart to get it. Then go to Eterna Galactic building and use it on the wall in the front(YouTube) to get in see the things and catch Rotom at Old Chateau and with him in your party and transform him.

No. Rotom does not evolve. But if you have an action replay, you need to use it to get the secret key. If you get the secret key go to the Team Galactic Building in Eterna City. Once you enter, Go all the way to the left and go up. Press A on the wall and the wall will turn into a secret room. Enter the room and you will see 5 motors. Rotom can go into them one at a time. But you can use the action replay to get more rotoms so you can have all the forms!

Just push "a" and you will have the option to use the secret key. As for obtaining the secret key there are only two ways I know of: 1) wait for a Pokemon event in your area to receive the secret ket 2) purchase an action replay for the ds and find te code for the secret key online
