This is a very subjective question and also depends on what you are looking for in a South American country. I personally would most prefer to live in Chile, because there is a stable left-wing government (as opposed to a Venezuela-Ecuador-Bolivia type left-wing government), a growing economy, friendly people, developed infrastructure in the cities, incredible seafood, and an easy-to-understand accent (especially in Santiago). However, somebody else could have an equally valid reason to prefer to live somewhere else.
