Fuse 12, 15 amp located in the fuse block under the instrument panel. This fuse also controls all the instrument indicator lights, so if those are working but not the 4x4 light, then you have trouble in the 4x4 system or the anti-lock brakes as those are tied into the 4x4 system too.
If you mean illumination for nighttime on the dashboard it can be the fuse or the dimmer itself. All the illumination runs through a single 20A fuse in the panel on the side of the dashboard. All power runs through the dimmer switch so that can also be bad.
In the 91, there are two fuses for those features. Fuse 18 (15 amp) runs the Backup Lights, Turn Flasher and Turn Lights. Fuse 19 (20 amp) runs the Brake Lights and Hazard Flasher. (From the 91 Caprice service manual)

Check all the fuses and replace all of the blown fuses. If you still have no brake lights check your brake light switch. The brake light circuit also runs through a red cylindrical shaped relay called the "failure sensor" which lights and indicator bulb in the intrument cluster if a brake light bulb or some other bulb has failed. Internal failure in this part will often have the symptom "No brake lights".
The cig lighter fuse runs on the same fuses as the dome light and radio.

The power windows are on a separate fuse from the CD Player or Dome light. The Power Windows are fuse # 61 or 62 (it is actually a circut breaker). Not sure which fuse runs the Dome light or CD player. The full fuse diagram is found in your owner's manual.

1995 Audi A6 Number 8 fuse keeps blowing. Fuse runs domelight, reading light, clock, memory seat, memory side mirror, trunk light. Fuse blow with car just sitting in the drive way parked with key out of ignition. Fuse start to repeatly blow all of a sudden.

The cruise control is fed by the engine computer through the brake light switch. It does not have a separate fuse.If the engine runs and the brake lights work, it is not a fuse.
It could be a dead battery (if nothing else works), or if the car starts and runs OK, it's probably the fuse.
