The media's function in a democracy is to educate the general population on the actions of the government. It is a policing force, since the voting public has the power (at least theoretically) to overthrow the government if they are abusing their power. Media can also be used by the state to control people's perceptions, a form of Propaganda. It depends on whether there is "free press" in your situation or not.
