You are probably thinking of Salt Lake City, Utah. They built hundreds of cities in the deserts of the west, but Salt Lake City is the largest and most well known. They also were the first settlers in Las Vegas, but aren't known for building it.

Technically it is in a high-desert climate but the actual city is nestled on the river and is absolutely FULL of trees and other plants. So outside of city limits it is empty and dry but in the city its a lush oasis.
