You might say, "smiling with gritted teeth". They had a sort of thrown-together Apollo-type mission ready to go if Apollo 11 failed, but since the big booster involved had a history of going off like a bomb, it would have been extremely dangerous. Fortunately Apollo 11 succeeded, and they saw no reason to risk life just to come in second in the Space Race. So they pretended for years there had never been a space race, and that they never had any intention of going to the Moon. If they had sent the mission and it failed, naturally they would never admit it had even happened. Leftist governments punish success, so the best they can hope to do is cover up failure.
Pubically the Soviet Union stated that the whole space race was a deception program, with the aim of getting the US to spend billions of dollars on a space program instead of education and healthcare etc whilst the Soviet Union spent no money on a space program but on their education systems etc.
