It was based on the Tim Burton movie, which replaced Joe Cool with Jack Napier (faux name). That Joker looked about 20 when Batman was about 10, so if Bruce was 20-30 as Batman, then the Hamill-Joker was 30-40. But in the comics, the Joker could easily be the same age or even younger than Bruce Wayne.
