Call the Department of Health and Human Services in your area. They can help.
Yes. You have to have parental consent to be legally emancipated, unless you are being mentally/emotionally abused, physically abused, or their living arrangements are unstable.
yes, it is possible if you were to assult the parents, and inflict enough harm to be a physical threat, in which case you would be an orphan ={
I believe in this situation England has the same laws as the US in which police cannot question anyone under the age of 18 alone however, a 17 year old may give consent to be questioned without a guardian present, anyone younger cannot be questioned whatsoever without a guardian.
no! although you may think the 11 year old is responsible enough, they are not mature enough to know how to handle any situation that is able to happen while they are supervising the 6 yr old. get a babysitter, its better to be safe than sorry!
The Situation is 30 years old (birthday: July 4, 1982).
No, she cannot, without a court order specifically stating that she can. "Mentally abused" is really easy to claim, and really hard to prove. So don't expect to be able to get such a court order.
Report the situation to the child protection agency in your area. They will investigate, and will keep your name out of it if requested.
No, not without parental consent or legal emancipation.

She can apply at the local courthouse and see what happens. It is up to the judge.
The best way to handle the situation is to call social services and explain the situation. You can then petition the court to give you custody of your sister.
if the 21 year old can prove that the four year old is abused, all the 21 year old has to do is call the police and send them to the address where the 4 year old is and then the police will most likely put the 4 year old in a foster care since she is your half sister but their is a chance that they will give her to u since u called the police and u r the half sistergood luck
I posted this and can't figure out how to edit it. The post should read that this happened in the past.
