Stephen Harper is not the Governor of Canada. The Governor General of Canada is His Excellency the Right Honourable David Lloyd Johnston. He was named Canada's Governor General Designate on July 8, 2010. His commission was issued by the Queen on September 3, 2010, and he took office on October 1, 2010. The Governor General is appointed, not elected.
Stephen Harper is the Prime Minister of Canada (Head of Government). He was appointed by then governor general Michaëlle Jean on February 6, 2006 to chair the federal Cabinet following the resignation of his predecessor. This was prompted by Harper's party, the Conservative Party of Canada, winning the most seats in the House of Commons in the 2006 federal election.
