Here is how you can cath a wonderful, level 70 Heatran in Pokémon Diamond!
NOTE:You must have beated Cynthia.
Go to the Survival Area. head right to Stark Mountain and make it to the middle of the mountain with Buck.
QAfter, go to Buck's house (Next to the Survival area Pokemon Center) and talk to him. Then get to the center of Stark Mountain
I think it will work, anyway.

Get to the last room in stark mountain. There will be a circle on little pebbles and in the center will be heatran. it'll attack you and you'll have to battle it.
Don't kill it.
It's the only chance you get to catch it.
i recommend saving before you enter the mountain and before you battle heatran.
