Sheildon is a Pearl only Pokemon. To get it you must go underground using the Explorer Kit. If you dig, you'll eventually find a fossil called Armor Fossil. If you go to the Mining museum in Oreburgh city the man at the counter will turn the fossil into a Sheildon for you.

This is THE easiest and BEST answer I can possibly give you. Sheildon evolves at level 30 into Bastidon. It is rock/steel it's ability is sturdy, I could go on about this for a while.
