It is based on very flimsy evidence and on unproven assumptions. There is no historical record of this happening. The Roman Republic was established 509 BCE, which, according to the theory, occurred when the Etruscans were expelled from Rome. The battle of Zama was in 202 BCE. The Romans destroyed Carthage 146 BCE.

Carthage had several advantages at the beginning of its first war with Rome. Very importantly Carthage had a developed navy. This enabled their military to embark to what it deemed strategic places in the Mediterranean Sea. Another advantage Carthage had was control of strategic islands in the Mediterranean, namely Sardinia and Corsica. Carthage had Greek allies in Sicily, the south of the Italian peninsula, and as faraway as Corinth. Carthage had a long standing position in Western Spain as well. For the most part she was in control of shipping and land bases in the western Mediterranean Sea.
Carthage contested with Rome for control of the Western Mediterranean, and with the Carthaginians sold into slavery at the end of the Third Punic War, it had no real opposition. And as Macedonia had supported Carthage in the Second Punic War, Rome had a good excuse to enter into the Eastern Mediterranean to punish it.
The first of the three Punic Wars fought by Rome and Carthage was over the control of Sicily.
Carthage was so resilient that it paid off the penalties imposed by Rome to cripple it, and Cato advocated its total destruction to rid Rome of its rival for control of the Western Mediterranean.

At the beginning f the Roman Republic Rome was actually under attack by the Etruscans, Volsci and Hernici and Sabines for a century. They established their control over Italy later. They did not actually conquer Italy. The Romans were not interested in taking over other peoples' land. They established settlements in strategic areas to guarantee their control, but did not annex the lands of the other peoples in Italy, except for those of some of the peoples who lived close to Rome . It was later still that they established the Roman Empire.
